Is this the old or new style motor?
Could be the brushes are worn and the motor doesn't have enough HP to push up the headlight doors along with their normal load.
Or the gear internals may be in need of a refresh. The motor knows to stop at each position by a set of torque/pressure switches - when the motor reaches the end of its travel the motor shaft shifts and turns off the switch for that direction. Its a pretty ingenious design actually. Same in the opposite direction. That's why the knob pops up or down a bit at the end of its travel. If the gears are all gummed up it might be triggering that function prematurely.
If the motors seem slow and sluggish going up and faster going down, I'd bet on the former. If the power is good but they just stop too soon, I'd bet the latter.
I just "rebuilt" both of mine during the winter. Gears were perfect, just needed a good cleaning and relube. Mine are the old style.
